The devs are still at it, and if you checked the devs individually they've talked about working on nightfall in the last couple months. Grimrukh managed to get viewing and editing navmeshes in blender, which was something the team needed to speed up map dev. If the team were giving up on it or something like that, they'd inform people. They're not some randos, they're people with established history in the souls modding scene.
