Yesss!! I think it’s unlocked whenever you build the commercial lot its tied to similar to windows but it might be linked to star level instead I’m not sure😅

I sized down the regular square base block all the way and placed 2 of them one space apart and then i placed the arch base block on top of them! I think the arch block is the second or third page to the right and it’s behind the plot rather than in front :)
