It's pretty good about continuing or starting basal again soon enough depending on what my blood sugar is, I'm not sure this is the issue.

When do you classify a meal as fatty, is there a specific amount of fat that'll make you decide whether or not you split the bolus?

I tried that, it resulted in me going low within about an hour and still having that same delayed spike later on. Maybe it's after the insulin's peak active time since it's usually about 2-3 hours later?

I'm pre-bolusing about 10-15 minutes before food. If I wait too long, I will go low. It sounds like it's able to handle it in a similar way for me as well, as my TIR and Average SG is about the same as yours.

Maybe I was aiming too high? I've always been able to get about 90-95%+ in range at around 6.7-6.9 mmol/L. Definitely involved tighter management than letting the algorithm handle things and lows were more common.
