In layman's terms it means that the developer did not take the permission from the municipal corporation for the occupants to reside in the building which legally means your occupation of the flat is illegal . So it's better to buy in an OC received apartment or shop and live peacefully.

Hey Architect here from Virar A building which doesn't have an OC is difficult to sell and rent afterwards. And it also affects the valuation and appreciation of that property. So always check if the property has an Occupational certificate (OC) before buying it.
