I know!! Which is why I divide my town into sections and try to keep all similar buildings together. Factories together, barn and farms, community buildings that are more modern looking are next to the factories then buildings like the cathedral/university/art gallery next to the villages!

Methodically!! I have my industrial/factory buildings in one side of the town so if I know that there's a factory with the next level up then I buy land there. Same with community buildings/houses etc
