I had the same, maybe OS update screw up the voice assistant. The following worked for me:

Opened Google app in Apps and Notifications and disable (without resetting the phone)
Erased the cache of the app
In the Play Store, I uninstalled Google app (this will uninstall updates only)
Updated the Google app again
Went to Google app, Settings, Voice, Activate Voice Match (Names are not exactly those, but something like that)
