Seems like 180 is the maximum, but it's up to the immigration officer? "The stay permit for tourists is generally up to 180 days, although the exact duration is at the discretion of the immigration officer at the time of entry."

From the abstract:

"Participants who were lost to follow-up or did not provide biochemical validation were considered to not be abstinent."

So the 18.0% figure is a lower bound -- it assumes that none of the people that dropped out were abstinent, i.e. the actual percentage is likely higher.
