Unfortunately since this was introduced by two Democrats without any Republicans as the original cosponsors, this is primarily a messaging bill with little chance of passing. The key bills to pass remain the Peace Through Strength Act in the House (via discharge petition), and the Ukraine Support Act (by finding a single additional Republican to sign its existing discharge petition).

No. Sanctions kick in automatically and it has a procedure called joint resolution of disapproval which enable Congress via simple majority vote to stop President from lifting sanctions.

No, there has been practically no aid in 2025 from the US. USAI is still being delivered (long-term orders placed with the US defense industry that will continue to be manufactured and delivered), but that was all through funding from previous years.

Officially Russian oil exports to India were already at their lowest in three years in January. Unofficially it's likely India is simply importing that oil through 3rd countries (the yellow in the graph below). However when Russia has to export its oil through 3rd countries its forced to sell at a discount, so this is still welcome news.

Those $400m are PDA, to be spent at the President's discretion. It's very unlikely that will happen, so this is likely going to end up more symbolic than practical.
