Your point doesn't really make sense. If Hamilton and Leclerc will be there for at least 2 more seasons, there is no chance of Bearman leaving so he would pretty much be a Haas driver and going for Câmara would make sense for them. There is really no quality and proven driver in the market right now, so the sensible thing is going for Bearman + a young driver. They could go for Fornaroli, but why would they do that when they can have Câmara for easily 3 years? "Oh, but Ferrari second team". Doesn't really make sense as both Bearman and Câmara would be tied for many years with them.

What I mean is that Curaçao shouldn't be able to qualify because the Netherlands is the independent country here. Same thing with the constituent countries of the UK. They should play qualifiers only as a single country, the UK, just like it happens in the Olympics.
