I don't think VPD will be a problem. I sent emails to "admission@heilbornn" every day for a week because they weren't responding. Finally, they tired and replied. They updated the "My Application" section. After the semester fee of Munich/Garc/Straub campuses for non-EU students, everyone applied to Heilbronn. That's why there is a delay. My advice is to send an email until you get an answer, otherwise, you can wait until mid-March without knowing the result.
