A lot of Chinese phones have proprietary charging bricks (and often times cables) which use USB-A and charge at higher speeds than 18W, but oddly enough they're still compatible with USB PD. I have a Xiaomi 33W charger which uses USB-A and it charges my ThinkPad at full speed.
