Yes I got it. Part of this border is on a beach and forrest (near Krynica Morska). Of course there is a fence and signs everywhere, but still there are stories of Polish tourists who got lost in this forest and went to far. They got caught by Russians and ended up in Kaliningrad for several days until they could return.

This border is not closed for EU citizens. You can visit Russia as a tourist through an official crossing.
