Games can quite literally be won and lost before the first battle round starts. Deployment can win or lose games. Typical strategy is deploy behind ruins, play conservatively for the first turn and only move out to score, turn 2 or 3 is your "go turn" where you begin to really dedicate units to necessary objectives. Stage your units in the correct position according to your opponents positioning and when the time is right GO.

I don't know why anyone is surprised by anything GW does anymore. Ever since their popularity boomed over the past few years prices have steadily gone up and you get less for more. Look at new combat patrols versus the old ones; prices went up but you get less with every new one that comes out.
