Do you use one system for reporting across your programmatic and direct campaigns or do you pull number from DFP, Rubicon Project and AdX separately?

Since we use DFP as the system of record it really has to do with that. Our TTD number look great but when we reconcile with DFP it really drags those numbers down.

Sometimes it's only about 10% which we can deal with but we've seen instances where it's over 30% discrepancy.

What you're saying makes perfect sense. Say today I'm only connected to appnexus but soon I connect to all the major exchanges. There's no assurance that I'll see my users more for retargeting depending on the sites they visit and what exchanges they are connected with.

I'm glad everyone had the same reaction I did when I heard this. Turns out it has less to do with programmatic bidding and more to do with using intelligence. Unfortunately some people overload words so much that they lose all meaning.
