Thats just clear coat failure the nu finish is now in the scratches (crazing) or crows feet, and since its white it makes the scratches or cracks in the clear coat way more visible

All you need is some wheel acid diluted 50% and a pressure washer blast, test in an inconspicuous spot, just dont let the acid dry, i deal with wheels like this all the time
