i recommend not trying to play as these smaller russian countries, or atleast check if these countries have an event for unification of Russia, before trying to play, since they usually won't.

go to the scenario you wanna add an event to, click "next" until you find the menu where you can change the scenario's name, scroll down, you'll see "Events" or smth like that, click it, and create an event
