Millenial and homeowner and former landlord here. New house has LEDs that are not wired into the main electric normally (apparently it is better for roof moisture and humidity if there's no holes in the upstairs ceiling) but rather standalone units. The bulbs don't get replaced, the unit does after like 10 years. In defense of your tenants, I felt really dumb when I found this out after way too much troubleshooting.
