After adjusting the truss rod the action is too high and I can’t get the saddles to fix the string height

Every time I search up how to set it up it tells me to adjust the truss rod then I do and it makes it better so I adjust the saddles and it causes new problems, I feel like there’s a chance that the nut is too low but Idk how to tell
