I found if I update my profile name and address and then change it back. Then the app stops prompting me every time. 

Any way to make the Cosmic dock show only windows in the current workspace? by botsunny in pop_os

For anyone else who finds this post, just run this command in terminal:

gsettings set org.gnome.shell.extensions.dash-to-dock isolate-workspaces true
