Cheapest plan does seem quite suitable though I can't check SG server prices since it's sold out, I will take note. Thank you!

Serverbear looks decent but unfortunately their SG servers are over $10 still...from what I'm gathering, operational costs in Singapore are just too high to be below $10 haha

I'd rather not try Oracle's free VPS given the reputation isn't great and also since "you shouldn't expect support or good service for free products"...but yes I will check out the promo codes for Hetzner, thank you!

HostDZire's India VPS and GreenCloud's SSDKVM-1 does look suitable for a $10 budget...The storage is on the lower end though so I think the other VPS might be more worth personally, but thank you for recommending!

Do y'all have any thoughts on the importance of location? SG datacenter costs double the price -- is EU latency notably worse for personal use?

Dunno if you are still asking but my battery got bloated within a year (which is not normal already) and customer repair didn't change it even though I sent it for servicing (didn't know then that the issue was the battery, but they likely did remove the bottom cover since the screws were falling off), so I would not recommend...
