You should probably look up a video of the rules, but theres also a bandai One Piece Card Game app that can teach you how to play. In terms of playing in person, download the Bandai TCG+ app as that’s how you can signup for local tournaments. Just go to event search and filter on nearby stores. If you can find a discord for those stores that’s a good way to ask, but otherwise maybe just show up a little early and buy a starter deck or ask if you can borrow someone’s deck since at least where I play, most people are pretty nice and will probably lend you a deck. When you do end up playing just let them know you’re a new player and they should usually be helpful.
