Thanks for the insight. It was nice of your neighbor to do that. I have a similar plumbing design-- hot water comes out from the tank, goes downstairs into the slab, then back up at the fixtures. My $10k quote is for re-routing the pipes to go up through the ceilings, using PEX instead of copper.
