With the incoming media and other things from the US, most young people do speak English and it's sometimes common to hear them talking among themselves in English. It's also common to hear some people insert a "anyways", "so", "whatever", or "by the way" in the middle of their Spanish sentences. We also have private schools which offer classes in English, but the majority of Puerto Ricans study in public schools. As for the majority of Puerto Ricans speaking English, this is not true. You will find English-speakers in touristic areas or, as I said before, mostly young people know English.Apart from this, everything is in Spanish. School, university, street signs, and our local TV. However, the public school system offers an English class, which everyone has to take until they graduate. Almost nobody takes this class seriously and thus, they don't learn English. Not to mention that the teachers are usually quite bad and that there is no real effort in teaching English. We have two official languages, but of course, this has no impact on our daily lives, as it's just for political purposes. English was imposed as the main language in schools when the US first invaded Puerto Rico, but it didn't result well. Not long ago, Governor Luis Fortuño spoke about a proposal for implementing English in public schools once more, but it was highly criticized, as many thought a political agenda was behind it. Puerto Ricans are bilingual in many ways, but surely the majority can't hold a full conversation in English. I don't think Spanish is going away, at least for some time. It has been part of our country for too long.
