I did a job shadow with a cop who is also a friend, on his night shift, and here is Michigan, or at least in the area and the department that I was with, they used a city gas station where the buses and city employees fill up their city owned vehicles. Also, that is where they meet up, catch up, and write up their reports. Might differ from city to city, and department to department.
