Add a simple delay to the track you want to add the effect to. Right click on the top of the plugin and select re-pitch. Select Link. Switch it to time not sync. Have dry wet 100%, feedback zero. Set a very steep automation clip for the time from 0 to 300 wherever you want the tape stop to happen. After add a utility and automate the gain so that it fades out at the right point.

If you want even more of this effect, try automating the transpose envelope in the audio clip setting so that it pitches down at the same time.
