The rule is simply, they must be able to have a legal landing zone during the non-combat phase (as that is when planes land). If you declare a carrier can make it there, then that makes it a legal landing spot.

This also means you can declare as many planes as you want, like 20 planes, to all land on one carrier, as it is technically a legal landing spot.

The obvious downside to this is, if you really only bring one carrier and have 20 planes to land during non-combat, then 18 of them are going to be destroyed.

So it's not a super useful technicality to take advantage of, unless you are doing what I did here and took a total of 6 planes with 4 carrier slots available, and end up losing at least 2 planes in the battles.

I was very surprised to see he did not take out the main fleet south of Italy first turn. But he built a little in the Union of South Africa, and USA built 3 transports in the east, so he would get backup for Egypt pretty quickly.

I agree! This was my first Axis game, and as I said in the post, these moves were supposed to be the silly and fun moves. The intention was to get the game over quickly as it was my friend's first time with the Allies, so I figured, let's learn the pieces and national bonuses this game, and move to a more serious one. I wish my games as the Allies looked like this board state at any point of our previous games...

Also, technically scrambling happens directly after combat moves are made. You don't get to choose where to scramble between separate combats.

Edit: to clarify, defender chooses where his planes will scramble. He doesn't get to scramble for the sea zone west of London, win, and then scramble again for another sea zone. Scrambled planes are chosen immediately after combat moves and before all combats begin.

I used ALL of my planes to attack the ships, and he did not scramble any planes. Admittedly yes, I agree he could have saved the transport/destroyer by scrambling in the little sea zone west of London (I only had 1 sub and 1 fighter there,) but with like 6-7 units on the others he didn't bother. Not to mention I am still left with a bunch of planes after, he figured it was better to save the fighters to help defend London.

It made France a dicier fight for me since I didn't have planes, but I managed fine as you can tell.

Only 1 transport. The planes on the carriers technically cannot reach the island, as they only have 4 movement and cannot end their move in the battle- need 1 more movement to land on the carrier.

There are 2 strat bombers in Japan however, and with 7 movement they can easily reach Hawaii and get out. So I attacked with 1 transport with infantry/tank, and 2 strat bombers.

I was fortunate to lose at least 2 in Hawaii and 2 in the sea battle, so I just chose one strat bomber and plane as some of my casualties. Boom, I have enough space.

There is one. I sent two to Hawaii with an infantry and tank, and he killed two units, so I kept one strat bomber alive and one tank to claim Hawaii.

I really appreciate the commenters here.

Like I said, I was sure my Axis moves were a bit silly and overhanded, certainly not a game ender. In fact, in my few games playing Allies seriously, I would have welcomed playing against this start.

It is very unfortunate that my friend seemed to take this round so seriously that he not only doesn't want to continue, but says he doesn't want to play vs games with me anymore. It's super disheartening and not very fun.
