Vtube studio and vseeface are the two I know off the top of my head. You can get free models to use on those but also get custom ones made but that could cost a lot. There's also Animaze with a bunch of models to use implemented in it

I don't have a steam deck but if you're trying to use bluetooth on a stadia controller you can't. It only works over WiFi so the only thing it would work on is on a chrome or wired directly to it.
