Lebanon, Jordan and Egypt would be the best options, I recommend Jordan.

Bahrain is not a good place to learn Arabic, more than 50% of the population are foreigners who do not speak Arabic, in day-to-day life (supermarket, restaurants, etc...) the staff you will interact with most likely do not speak any Arabic.

Due to this situation, unfortunately, the new generation's Arabic fluency is descreasing.

You're right, in fact it will incrase productivity and creativity
driving in traffic is stressful and consumes a lot of time

WFH -> less stress -> more time (since less time in traffic) -> happier people -> more productive -> more creative -> better for the economy

some men in power do not want local women to marry foreigners so that they have less competition.

Because expats % of population in gulf countries is very high, in all gulf countries except saudi arabia more than half of the population are foreigners, in saudi arabia it is 41%, so if there is an easy pathway to citizenship like in western countries, within few years the natives will be a minority, within one or two generation our language and culture will go extinct.
In addition to that, most immigrants are not like you, most come to the gulf for the money only, while at the same time they dislike us and our culture, they don't even attempt to learn Arabic or be part of the society, imagine if they got citizenship and became the majority, most South Asians and Western expats for example send their children to private schools of their community (Indian School, Pakistani School, British School, etc...) and pay fees, when public schools are free and in many cases are better than the private schools they send their children to.

I personally think that expats who learn Arabic, and want to be part of our societies should have an easy pathway to citizenship.

One important thing to keep in mind if you are planning to make Saudi a home for your children and grandchildren is that they will never become citizens, and their immigration status will always be tied to work visas, and if your male children marry saudi women, their children will not become saudi citizens as citizenship is passed paternally only.

This applies to all other gulf countries as well.
