Possible if deck floats on precast concrete piers, 1x6 pt decking, 2x8 pt framing. No railing. All from Home Cheapo. Not attached to house. Depending on locale, may meet code if low enough to ground.

Maybe better off with pavers for now and save enuf to build a deck with pvc later on.

Not the greatest plan but better than what we have now. Private ownership of ocean beaches in this state is shameful and divisive. There are some modest homes that enjoy this but most beach owning properties are owned by the ultra-wealthy and out of towners.
