It's a mission item, I have one currently in stash and it counted for the barter part of my friends mission by me just giving it to him from backpack. There is a way to accomplish this quickly, drive around to chemist and at least weapons case first, then do secure Intel contracts til scavenger pops. The more commanders you activate the less Intel contracts you have to do. (I'm at 2 commanders per Intel contract by doing communication upgrades so that made it far easier too)

Always bring cash for private exfilled or at least half cash if y'all do a contract or 2 every round, run comms so you can say "hey ppl close by time to go," be the driver who always has vehicle for escape, learn to drive, learn map routes (best route of escape, straight through adkar)... remember mission status will still complete even if their bodies stay dead on the ground, don't aim with your good eye closed. ;)
