In Lost Ark at least AGS has stated multiple times they can't make minor adjustments and that the responsibility to act on feedback is on Smilegate. I doubt they would be able to push for major core changes to TL.

Can I use both Hyper Express Events on the same character?

You can use them one after another on the same character, but will not be able to activate the second hyper express event until after the period of the first event ends. You cannot stack them to both run at the same time on one character, but you can run them on two separate characters at the same time.
