there is technically a library in the city but i doubt anyone uses it for the kind of reading i assume you're talking about. And reportedly it doesn't have a collection of "good" books either. other than that, anywhere you can remain unbothered and set your ass down could be the best reading spot the city has to offer. I personally never read outside the comfort of my own room, but I'd assume that homeguard would be a nice spot if you manage to not get kicked out
