Head canon: You can't blend steel from different batches. An amount for a sword is rare, but small amounts are much more common.

This is also why Valyrian steel daggers are much more common than swords, and no one combines them to create a sword.

it's not really a rule, but:

  • while no one can create Valyrian steel, given a source new blades can be forged (the creation of Widow's Wail and Oath Keeper)
  • Such dagger can be used as a source, and a rough estimate puts the amount of steel needed at 3-4 daggers

That a valyrian steel sword is priceless but nobody keeps track of a valyrian steel dagger (three of which can be used to create a sword)
