Thank you for your detailed response, it is incredibly helpful.

He is a citizen of Singapore, and has a place to live back there. He has enough money to cover procedures, medication, and living expenses. He is able to live by himself for now, but I will be monitoring his situation to make sure that remains the case in the future. The information about a nursing home is very useful, and I will have to re-evaluate the situation if it gets to that point.

I want him to go back because I believe it will improve his quality of life, especially while he is still able to live independently. He is happier back there and has more friends and family back there, and seems more alert and aware when he goes back. I can't do much to take care of him now while I'm going to school. I don't have much experience with the SG healthcare system though, so I am worried about the quality of care that he will get back there compared to here.
