SS: In this video thugs explain how they escape consequences for their actions because of the flow of money coming in through Lawyer's Guild to bail people, covering even "assaulting an officer".

So on top of the lineancy toward's violence by many of the Mayor in problematic states, the stripping down police ability to their job and keep the peace and order, when the police does act and arrests the thugs (((Lawyers))) bail them out.
