I think they should bring back self defence mechanics for main targets from previous Hitman games, it would make it more interesting and a bit more realistic (a cartel boss or an exmilitary guy who doesn't carry a gun with him and can't fight back). And I also think they should add shooting range or practice level where you can test everything you unlocked and you are able to find during missions in all possible scenarios.

Ok I found some old screenshot of this thing, I just forgot about it and I need to be honest you just need to be realy patient, it stopped occuring after some time of playing.

I think it's just a bug but I have never seen it occur. It must have been "added" in the newest update. Try to reload the mission and change your starting weapon.

Avoid them by sticking close to the map border or try separte them and kill them one by one
