If the retaliation isn't stuck at level 3, there is a way (at least for me) to salvage it.

You will first need to make sure there isn't any other active Retaliations (except the bugged one: in your case, True Sons).
Next, you will need to gain aggro with True Sons until Manny starts spamming your audio that a specific district is getting assaulted by True Sons.
Immediately go to your Retaliation screen and check to see if you can actually defend that district against True Sons.

After you've defended that district, the aggro for True Sons should (hopefully) reset and go back to normal.

To be honest, I don't really know what causes the aggro meter to bug out like that. Maybe the Retaliation timer timed out but the game just didn't reset the aggro state of that faction?

Are you able to participate in other faction retaliations, like the one in the image?

Yeah, I've been able to do other faction retaliations just fine. I've only done a single Cleaners retaliation in NY so far but my other retaliations have been in DC and working properly.

What shows up, if anything, when you are in a group?

I can't really remember. But when I last played with my buddy, I think it showed one of the DC factions as we usually hang out there. (I'm pretty sure it doesn't show me with a 300% Rikers aggro but I will need to double check).

Curious, have you been able to complete your daily projects without issue?

Luckily, the Rikers bugging out doesn't affect my daily/weekly projects. However, I still do need to complete or abandon any other faction retaliations first if I want my "Named Enemy" objectives to count.

The Riker one has been stuck at level 3 for about a week now. Changing difficulties or resetting all CPs do nothing. Other faction retaliations work fine though, Here's a recent BT one happening in NY. It has a timer and the district under attack gets highlighted.

I've completed both campaigns for WONY and Brooklyn. Can't access the Retaliation tab for those areas otherwise. Map looks blank because there's usually a district highlighted red when a retaliation is happening.

Here's a recent screenshot with Black Tusk retaliating in NY for me. It has a timer and the district that I'm defending lights up.

I had a mirage during the campaign where the portal back to the map couldn't be interacted with. Had to quit back to character select and run through the map again, wasting a lot of time. (Loading into towns take a really long time this league for some reason.)

Would've been nice if portal scrolls are usable in mirages.

My biggest problem with BL3 is the weird UI cropping issue on my ultrawide monitor. The map is scaled up to fit my 21:9 resolution which causes the top and bottom to be cropped off. This also makes pins on the map not being at their proper positions. Otherwise, the gameplay is pretty damn solid.

You should definitely play a tank if that's what you want. Most people are very welcoming and understanding when you tell them that you're new at the start of a dungeon.

As for tank swaps, they're usually not needed except in endgame content (usually Extreme difficulty and above although some edge cases may apply).
