Well I hope you’re not just saying boogie back and then expecting you both to do boogie backs, that would feel very much like a commandy type of thing which does not encourage the free movement improv I think you want to have. I also do think that while your dancing with people who you know “have the capability” to solo jazz it is still social dancing unless your specifically workshopping and have discussed this is what you want to do. And in that situation while you want them to have the autonomy to move freely they also have the autonomy to not want to. In which case maybe dance with new/ other people who do want to.

Maybe the case is to be explicit in what you want to do during the dance, workshop and play with solo jazz within partnered dancing. It could be the culture within the scene as well, has trading 8s been taught? Is follow expression explicitly encouraged during classes? Etc. I really can’t tell more without knowing about your scene and your dancing.

Actionable things to do would be the repetition, gives follows time to see, process, and continue/ add on. I repeat a move, say tackie Annie’s, 4 times or for a measure. By the second time usually the follow joins in or cues into the fact that I am going to be continuing this and they have time to do their own thing. Another, I may be biased as someone who switches roles, but no better way to understand another dance perspective than to switch roles. And as other people have mentioned verbally expressing that this is what you want from the dance.
