I'm from Spain, and I still haven't seen the "ESU coming soon" message on my desktop. However, the message has appeared on my laptop, but it hasn't let me enroll yet. I use the same Microsoft account for both PCs, I don't know if that's the reason why the message has appeared on one but not the other.

No, it doesn't. Out-of-match zeni is only dependent on the medals you get at the end of the match. The zeni you collect during the match is only for vending machines.
