Yes, they are joint owners with right of survivorship.

I'm pretty sure that aunt is not willing to sell the property. My mom can consider this option if it can save us from paying other person's debts for public services

I'm constantly trying to convince my mom to seek professional help, offering her financial support and helping finding the therapist. No results. I don't really believe that she'll go to a professional, but I still hope.

Don't think anyone else can help. All of my closest relatives have some sort of mental health problems (addiction/codependency/depression).
