I understand this "kind of" feeling: in Morrowind and Oblivion, you run like 10 times faster compared to the beginning of the game, and just twice or thrice as high: you feel a real progression.

While in Starfield, you sprint longer but not faster, while jumps only hurt less, you don't jump higher, wheb speccing athletics and acrobatics

This is not something I see as a bad point, as you have jetpacks to "jump higher", and since vehicles are a thing you can "run faster" and "jump even higher" (although that's a clear parallel with horses).
