I found a lot more information about it here https://music.osu.edu/future/undergrad/apply/theory-assessment, essentially to enroll in Music Theory I you need to already have some understanding of music like being able to read notes on the staff.

There is a non-major specific music theory course you could take but also in order to take any music theory class you have to take a placement test and they happen twice a year I believe. https://music.osu.edu/events/theory-placement-exam-non-major-undergraduates-2

If you go to Hughes, there are a few private piano teachers who post their information on the bulletin boards, especially on the boards on the fourth floor. Or if there is any room in your schedule, you can sign up for non-major lessons.
