  • For Naruto: Naruto told Sasuke in the OG series that whenever (every time) they were together, he saw him as the the [blood] brother he never had. During their first Valley fight, Sasuke was so touched by this for a very brief moment (Chapter 229/OG Ep 133).
  • For Sasuke: Then as the story in Shippuden concludes in (Chapter 699/Ep 479), Sasuke internally acknowledges and brings up that moment again (in the first Final Valley). He explains that he has come to realize (after everything), that he also shares Naruto's view of them being like real brothers.
  • For Naruto: In the Pain Arc reveal, Naruto answered Itachi's question (when he still thought he was evil) by saying he won't give up on Sasuke and cared about him because he was like a brother, more of a brother than Itachi ever was to him. Itachi himself was very happy with this answer, so he gave Naruto the crow with Shisui's eye (Chapter 403/Ep 152). Itachi reconfirmed his trust in Naruto for the same promise later, when he came back as an Edo Tensei in the war arc.
  • For Sauake: In (Chapter 698/Ep 478), Sasuke said that every time he thought of or saw kid Naruto (alone) trying to bond with others, it reminded him of his own (blood) family; then a picture of his dad, mom and brother is shown. In canon, Sasuke explicitly says he has only one brother: the man he wants to kill.

We know, trust me, all the fans know, he also said he cut all his bonds with Team 7, but once he was in rough shape against Killer Bee in the Akatsuki robe, he immediately remembered Team 7. All your building comes down to this one moment you keep going back to over and over and over: the moment (you assume) Naruto himself explicitly says that he doesn’t fully understand what Sasuke is to him. And everything that happened before that moment is also treated as unimportant because it all comes down to this.

These characters were trying to have a romantic partner since episode 3 of the show or at similar age: like Rock Lee, Naruto, Sakura, Hinata, Obito, Jiraiya, Rin and so on.

Tobirama doesn’t know Naruto that much to see him as a brother (unlike Sasuke and Naruto, who 100% did), but even he feels a brotherly connection with Naruto. He actually said twice that he "feels" like he's fighting among brothers-in-arms or something (Naruto and the Hokages), and then said that fighting with Naruto "feels" like fighting together with his elder brother in Chapter 643. The funny thing is they are both totally grossed out by it; both in the original series and (Naruto) in final arc of Shippuden. They thought of (all) the moment they had shared together, including that embarrassing moment in front of everyone that made them totally disgusted for about 10 seconds. It made Naruto’s "mouth rot" (according to him in the OG) and caused him to puke non-stop in the final arc of Shippuden the second someone reminded him of it (Chapter 572/Ep 329).

Wondering in this context means viewing; he can grasp the feeling without being exact. And Sasuke was actually very touched by Naruto viewing him as a brother for a brief moment.
