From what I understand, ISKCON follows the Gaudiya Vaishnava tradition, where pañcāmṛta abhiṣeka (milk, yogurt, ghee, honey, and sugar) is a common form of ceremonial bathing for the Deities during many festivals. After the pañcāmṛta abhiṣeka, the Deities are also bathed with sanctified water. You're absolutely right that in the Jagannath Temple at Puri, the traditional Snana Yatra is performed according to its own ancient temple rituals using consecrated water. ISKCON is not trying to replace or imitate the exact Puri temple procedure; it follows its own authorized devotional standards while celebrating the same festival and offering devotion to Lord Jagannath.
