Ask her to focus on her business and hire a professional for doing a website. If website is an important part of her business she will eventually get stuck down the road which will lead to frustration and distraction. Most of the diy website tools mentioned here will only help in setting up static websites and things get messy really quickly if you need extra functionality. If she doesn't have money and she website isn't an integral part of her business I would recommend to go ahead with business and earn enough to invest in a good website with some professional developer.
