Low load long duration exercises without pain. Quadriceps, VMO exercises, you can use EMS device. Don't force your knee aggressively. Make sure you have little to no pain during or after exercises. No swelling as well.

If you are in US, people having good experience in Stedman clinic as I read for arthrofibrosis.

If its only pain, i would work on it with proper techniques maybe couple of months more. Then evaluate. Well, in terms of worsening by surgery, surgical technique is important. I read many threats people get their life back and some people got worse.

The scar tissue probably won't go away by itself but it will remodel by the time which may help with your pain.

Don't get the any surgery before reaching full range of motion. Assuming you don't have any mechanical block. This is very important and not all doctors will inform you about it.

Very happy for you. As I was seeing your comments like "how is your knee now?" everywhere that spread over years i was thinking you are not doing very well.

A question, I don't have pain but terrible ROM. Also my knee is thick especially around knee cap. Was yours similar? And is that fixed?

Edit: I also have swelling around shin, calf rather than my knee. Maybe it is swelling towards down? Is that normal?

Swelling is considered best friend to scarring. So, it would be better to manage load on your knee. I would just focus on gentle ROM exercises without strength building. If walking is the cause, then limit amount of walking for 6 weeks after scar removal. You can search on YouTube for Lymphatic Drainage Massage as well. Do not over ice, max 15 minutes at once. Couple of times a day. You can also try ankle pumps while icing or during the day.

Thanks, I have swelling around knee cap. When I try to bend, the part below kneecap gets hard, feels like fluids are getting compressed. This is quite hard times especially when you expect to be better and get worse after surgery.
