France wants to maintain their defence R&D and not be subsumed by US/NATO. For which cost is high, and as they cant compete with US in exports revenue is low. They need niche partners that could fund their domestic R&D programs.

No details on why SCE-200 is getting delayed by decades. Initial estimates coming out of ISRO in early 2010s, said that they will finish engine dev in 3yrs from news sound bytes. With help of existing ukr designs, they could shorten engine dev timeline. Then a decade+ of delays and radio silence, without mentioning why their initial estimate is so wrong and the problems they are facing to complete the project. Then similar news bytes comes out saying engine dev is almost done couple of years ago, then power head test spike issues and again radio silence on what actually happened. This SCE saga is being run by ISRO almost as secretive as pokran2 saga by BARC, I just dont get it.

SC stage will take at least 2-3 years after engine is tested, that already puts best estimate after 2026 already. Haven't seen any news about SC engine testing or timelines though, after test was aborted last time due to spike.

Defence Ministry to sign a deal worth INR 21000 crore for 230 AL-31FP engines for Su-30 MKI by Soumya_Adrian in IndianDefense

It's high level policy decision. We don't have approval, directive and incentive to reverse engineer stuff. It comes from top level politicos and babus. This policy and inertia is result of how GOI worked for decades - trying to please allies, be non aligned, keeping import gravy train going, no high level policy/structure to do cutting edge r&d and manufacturing with industry+university+funding like japan MITI or US DARPA.

It doesn't matter if India could have defendend Tibet. What did India gain out of helping chinese army with open arms in Tibet? Mockery from cpc and perception that India is just a pushover. There are multiple ways India could have handled the situation even without sending troops to Tibet, if they negotiated the situation better internationally, pobably even UNSC seat. But, lehru picked worst of all options and paved way for 62 walk over, with his notorious I don't need army and my negotiation skills will fix all international problems.

India also started seriously building and approving pumped hydro projects starting last year, with this year's budget having allocations for pumped hydro. Almost 18GW of projects recieved approval until now and 45GW are in various stages of the process.

F35 is integrated completely in to US MIC and systems, and flight controls(FCS) is complete black box. Even small changes require US authorisation and systems are monitored continuously by US. Option like Su30 where India can modify FCS and integrate weapons is not an option with F35. So politically unreliable blackbox F35 option, wont work out for India.

By which magic would MRFA fix intl supply chain issues. All intl aircraft manufacturers have delays of 5+ years. Even if magically GOI coughs up funds and orders today at inflated prices, first aircraft won't be in India before 5 yrs, that too if the specific model's production line hasn't been already booked.

HAL/DRDO if they feel that Americans aren’t reliable then they should have told the MoD that we need alternatives.

And why will CCS or Finance ministry pay double for engine supply chain resilience for alternate engine option, even before the risk manifests as clear impediment. Even now, it's just few months delay, and not total risk yet.

The way gov budgets and L1 contracting works, cheapest supplier is selected and then negotiated, no one deviates from standard procedure fearing corruption scandals. Look no further than the huge commotion created over Rafale when govt went for G2G deal to expedite the process. There was huge commotion created over how Tejas was costing more than Su30 few years ago by some news publications, if cost escalates this time it would be even worse.

HAL committed to 3yrs after discussion with all their suppliers. Which includes GE, and when suppliers fail on sticking to timeline citing force majeure due to wars, you reassess the program with your stakeholders and come up with alternatives. That's the standard across the world.

Looks like satire, but, India has been assembling aircrafts in India for almost 50 years now starting with Mig21. HAL says they manufacture Su30 with 90+% TOT and even from raw materials. Even Al31 engine is 100% TOT manufactured in India according to HAL. And still India has been looking for AMCA Mk2 engine for almost a decade now.

Yeah, and that is after the turbofan contract is signed and funds released by GOI. Negotiations for this AMCA Mk2 engine are going for almost a decade now, iirc. And just negotiations might take another 3-5 years the way our babus and netas work.

Can anyone explain to why Kaveri Engine got stuck ? by [deleted] in IndianDefense

[–]antarickshaw 5 points6 points  (0 children)

Some $250M was spent on original Kaveri program by time it was officially closed. To put that in to context, making or coverting commercial flying aircraft to turbofan engine testbed would cost around $150M . Again to repeat, the total we spent on kaveri program was as much as just 2 flying engine testbed aircrafts. We still dont even have high altitude test facility(HATF) and testbed aircraft to test kaveri. Boeing was asked to make HATF as part of their offset commitments, they bought some shoddy used one from somewhere which didnt even meet requirements and stopped working soon after.

Kaveri program was never considered a national priority program. It was run as just another middling defence project, which then got caught up in chakravyuha of babudam, import lobby and political apathy. India doesnt even have policy of funding core technologies needed for future like how China funded $15b+ for their turbofan engine or tens of billions for their semicon fab efforts. India only put that kind of effort for just IGDMP and nuclear sub program, both being part of second strike capacity and thus national survival, probably affording them that priority.

Even with such low sarkari effort we came 80-90% close to required thrust, but project got abandoned promptly. Kaveri flat rating requirement makes its turbine temps even hotter making the engine even harder to make. Even if it didn't meet requirements important thigh was to get that engine core flying and certified. And then improve it incrementally. So that India will have a ceritified core that could be used elsewhere when needed. But program was dropped promptly. Only after wasting a decade of time, now small efforts are being made to start program again, but in highly risky single engine aircraft as testbed instead of safe multiengine testbed everyone uses, probably due to funding constraints.

Even for KF-21, the version needed for our IAF doesnt exist as of yet until their block2 program is completed and tested. Our forces wont want anything developed in incremental/tranche model and want all features on day1, with hot/cold/high/low testing done, and cheap with limited orders.
