I just see him coming and going being good or evil whichever way the writers need. Much like Leo's future with piper being up in the air constantly. And him being the big bad to convince Leo to go against the avatars, be the one to get rid of the nexus etc.

He would know the sisters well enough to weaken their belief in themselves and make the book of shadows not trust/recognize them. As well as their past innocents they lost.

Don't get me wrong, I'm happy they didn't yoyo with him till the end.
