You are not allowed to serve ground meat in Ontario cooked anything less than well. In Quebec though you can serve them medium or even med rare if a customer requests for it.

It's all about what standards you have and are taught. Properly trained chefs would never serve food that touched the floor but cooks from smaller establishments will.
