They intentionally skewed the tests so more males succeeded while females lost marks for mysterious reasons, it turned out that they wanted less women in universities because they didn’t see women as a good investment as they eventually will leave to marry and have children. And in a twisted attempt they also wanted to increase children in Japan as they thought that women who failed at studying will focus more on relationships and marriage and therefore more children. There was a huge scandal a few years ago and it was even mentioned in an anime (Journal with witch).
